Dead threads?

So, i've seen a couple of threads being posted on after it being dead for about a month or so.
I went through the forum rules and i don't see any rules about posting on dead theads.

Has that rule been removed?
If so, why?
(If not, is it still after the thread has been dead for 3 weeks you're not allowed to post on it?)
