Why can't I view some things on here?

I don't know why, but I haven't been able to view things like MOTM or the forum to change your name. Site has been telling me that I don't have permissions, even though I am full member and what not. If anybody can help me out with this situation, that would be much appreciated. If you need a screen cap for reference, I'll provide one.
