Well it depends on your playstyle and what you're used to; so for that I'd pretty much put Evelynn on the table. She can gank pre-6 thanks to her charm with little effort as long as the lane is pushed up,
you're gonna have a pretty smooth early game. The only things to look out for are champions that can counter you, enemy junglers that can camp your side of the jungle and can get away with it, and lanes that are too down under to help. Tip: if it's early game and the laner is 0/4 or 0/3, the best bet is to not gank him at all (especially if it's top) because if you give him an advantage and he loses it his bounty whenever someone kills him goes up again which is only advantageous to the enemy team. On late game, or as long as you have gold and items, you're gonna be a monster. Of course there'll be some matches you're gonna switch runes, but the most basic is Dark Harvest, and pretty much only Electrocute will be situational, like when you think the game won't be long.

Current meta is: Taliyah, graves , xz

Xz's pretty easy to learn and you can abuse it quite hard in low elo i would say

Graves and Taliyah is harder to learn but they're pretty good.

Pantheon is also a good pick if you're looking to pull a lvl 2 cheese gank
