There is a reason why it moderation part was removed. Lets just keep it that way

To be honest, with the auto moderation and staff being online most of the time I don't see a reason why Scouts would have this. Most things get dealt with shortly after, if not immediately.

If we give the permission to scouts to mute then staff members are not needed. Lets keep it the way it is right now.
