I think that you should change the scout requirements from 300 posts to 150, because the scale of the server doesn't really merit that much commitment, also I understand that it's a role before staff, but why would I want to be a scout other than having a role and being closer to staff, as spending that much time getting to that point, I don't really find it worth it and considering that your not guaranteed staff why would I really want it? 

• Benefits- It will get people to try and reach that role as they won't have to do as much but it's still a lot to do giving it a balance

They shouldn't because that will be too easy and almost everyone would be scout. If you wanna be scout that badly, you should just post and reply. It's that simple. But I'm too lazy to do it so.. I might be Member for now.
