The galactic republic is a type 4 civilization (they have FTL travel)

Combine are multidimensional species which have multiple worlds conquered. Their limits and extent are unknown but afaik the force from star wars is said to be unlimited in its potential manifestations

There isn't a lot of information about the Combine, at least from what I know of.

I would say... the Combine because I'm biased.
