We do not ban people for having a kill ratio that is insane. We only ban the naughty players and those who glitch and ruin the game for everyone.

If he has a cracked CD key, it usually means that another user with that same key has been banned for glitching/hacking/team killing (team killings are irreversible and are a timed ban.)
