So, i looked up some stuff on this today

found something very interesting

cortana, in theroy, is still alive and no longer rampant

Now, if you have read the forerunner saga, you will be very familiar with the Mantle. if u havnt, its like the internet on an overdose of steroids on steroids. It can take physical form as well, in the form of a light bridge.

At the end of halo 4, when you fight the didact for the last time, if you remember cortana comes out of the light bridge 6 different times at the same time. this shows me that she is in the mantle. and because her memory card (temporary mind blank. forgotten the name) has been deactivated. so she isnt limited to the restrictions of 7 years with unlimited brainpower

Now, when chief first met the librarian, he was told his genesong held many gifts, one of which was the ability to resist the composer. we only know one of those gifts, so its not bad to assume that another gift gives the chief the ability to access the mantle, and see cortana.
