If she copied herself, the copy would have a worse issue, not just rampancy. her matrix, over the past 8 years of service, have gotten increasingly intricate, and the more intricate the matrix, the more likely chance of rampancy. when you copy something, they dont always copy exactly, so there is corrupted data as well. when she absorbed all the info from Installation 04, she started having issues. when they got back to earth (Before H2) the data was extracted to give her more room, but she kept the important info.
in short, its like copying a corrupt file
when it comes to this stuff, i know alot... i think i know too much about halo...

Guys i think i stated this awhile back that Cortana is not dead right after Halo 4 was released. Halo ain't going to be the same without her. The Master Cheif ain't going to be the same without Cortana.
What would be even more tight is that we get to see the Arbiter once again. I mean what happened to that guy?

The Arbiter, if i read correctly, was killed on Sangheilios under civil war between other clans. The Vadam clan was ridiculed for working with humans, so the Mdama clan united with alot of other clans and launched an attack on Vadam. I havn't finished the book that its in yet, so i might be wrong, but it doesnt look good for him ATM

Isnt every halo game an expansion from the previous game? it continues the story of the previous game, and if it was completely new, it wouldnt be canon, and not be related to halo in anyway

I have read the Halo books. Cortana cannot copy herself as there is no way to fully copy a Smart AI, it only copys partially and has a way shorter lifespan
Also, a quick look at Halo Nation (in case I missed something) shows that the Arbiter (Thel 'Vadam) is not dead, so he may come back.
EDIT: Missed the fact that the first paragraph was already stated
