Can you join SmG CS? It is on a different computer than the rest.
Can you join any other SmG server?
The message you are getting is generally due to an ip ban so if you can join CS but not any other server that may be the problem.

That may be the problem, since the portable version requires no CD key it may jack some stuff up. I would recommend getting a legit version of the game for your PC.
