I'm working on an app to modify object spawns and player spawns (will be adding teleporter support soon) then save the settings so that SmG's ServerTool can load them. Imagine HPC mods in HCE. I still need to make a function to add more objects/teleporters. Anyway here's an early vid of my progress (blue/red squares are player spawn markers)

That's pretty fucking awesome if you can make it work for HCE, you gotta get them tree teleporters too and somehow put turrets and warthogs on them and other shiz. Gonna take a lot of work.
Atm it can move equipment/weapons and player spawns. I have the needed structs to move teleporters and vehicles as well but I'm moving slow on the programming part(lazy). As far as adding objects I have most of it figured out(not done with vehicles yet), but it eats up ram. I'll see if I can fix that problem in the servetool(better at allocating/de-allocating in c# than c++)
Moving objects atm isn't the best I still want to improve that and maybe add a collision check so that no objects are placed in walls or underground.

I tested a server and scenery seems to sync nicely with clients :) Here's a video demonstrating some of the things it can do. add/swap weapons/equipment, move/add portals, spawn scenery. still need to add support for vehicles, but it seems to work ok for now.
