I'm having a really hard time with working out if that will run it cause it's end of last year/start of this year tech and it's all pretty mid range but for a gaming desktop it'd be best to have more RAM than you think you need so 8GB would be preferable... I'm not too sure I'm really tired right now so I can't quite help you but tomorrow I will definitely be able to help you...

Dont get the r9 380 it isnt worth it, instead get the gtx 960 (lower heat, power consumption, and price)
The money saved from the gpu can be used to upgrade your ram from 4 gb to 8 gb
Also, in this specific scenario i would recommend him to ditch the ssd in general since he's tight on budget and use that cash instead to get a i5-4460
