and as alloy said you need a cd a cd key so you might have to buy hpc to get one or tell resol and see if you can buy one from him. i don't think you can download hpc for free or it is cracked and lot's of cracked ones are not so good. so yeah here is the link but you need a cd key.
like i bought hpc and i downloaded hce and uesed to hpc i bought and use that cd key to download and install hce. hope this helps.

The members server tool does not ban it only kicks. I have added SmG Toxin to the server tool a few minutes ago. His problem is a cracked cd key that is already banned.
