Didn't they just release 1.3.0? And now there is a 1.3.1? WTF mojang, mod developers will never get the Aether II mod done at that rate :(

1.3.1 was just a bug fix :p Plus 1.3 had lots of pre release samples for mod developers, snapshots, etc. Enough time for mod developers to update the mods.
