1.09 and I had no filters set...

It always dies around that time. Especially if you are only running version 1.09.
Use the unify command to version change between 1.00 and 1.09

Put that on 1.00 and servers will be flowin'.

I have seen fewer players. Most of the =DG= servers dont show up on the Halo CE version 1.09 for some reason, and with all the SmG servers down it brings down the number of players from 30-40 to this low.
This happens usually during around evening Australian time and very early morning/ late night for the North American and South American continent.

If you switch to 1.00 there will be more players but in mostly heavy and vehicle intensive games.
Also the XG servers should add a few players.
