i got my new graphics card to replace my radeon hd 6950 that didnt have this problem before, but with my geforce gtx 560 ti, the screen lags a little bit when i move my mouse around to aim, and turned the graphics all the way down and it still did it. i need to fix this problem soon because i cant play at all with this lag
I know what that's like, but unfortunately, I don't know how to fix it. Make sure you have vsync on, though, for sure. That's what causes mouse lag for me.

i put it to default and theres a lot less lag but there still some lag. i think it might be the anti aliasing cuz theres alot of things that would need smooth edges like lots of grass and rocks. could it be that?
i think its anti aligning or the vsync. you gotta change those settings in h2 and on ur vid card. right click on ur desktop and hit NVIDA Control pannel
