Yes. Problem with yasuo is his kit is so fucking overloaded. Regenerating shield, a .1 second cd dash, double crit chance, an extended range auto reset that has a cooldown that scales with attack speed, a ranged knock up, ult extends hard cc and gives a damage multiplyer, a wall that blocks projectiles that originates from you guaranteeing you can't get hit, ect ect.
Yasuo's overloaded kit is supposed to be balanced by the fact that he's a squishy assasin- in theory. The reality is that he's one of the strongest brusiers there is. His kit incentivizes building for auto attacks but it does it in a way that doesn't really. The fact that his crit chance is doubled basically means he can take 10% crit in runes and rush phantom dancer and pretty much crit every auto with over 1.2 attack speed, which frees him up to build brusier items. It's like when yi built devo titanic guinsoos beefy build. Melee ADCs need mobility to make up for their lack of range. But when melee adc's can build damage while still being beefy then they become broken. In yi's case it was because of itemization, but yasuo is a different ball game. Even if pd gets nerfed, bruiser yasuo will still exist because it's his kit, not the items, that are breaking him.
Yasuo can never be balanced until they remove double crit chance. ADC builds fundamentally make you trade off survivability and defense for straight damage. By forcing you to build multiple damage items you're supposed to be forced to glass cannon, and that's the tradeoff. Yasuo's kit let's him bypass that game design, effectively giving him the effectiveness of multiple crit/atkspd items with one item slot.
