I was streaming on twitch and it was only giving viewers the option to do 1080 60FPS. How am I able to get all of the qualities listed so other users with slower internet are able to watch.
Hey cloud, yea I did some research on it and apparently you either need to be a Twitch Partner (who get quality transcodes from the start) or have enough viewers to enable transcoding once you pass a hidden internal value (they don't advertise the specific numbers to avoid having unscrupulous people try to 'game' the system).

Don't they have a paid subscription thingy. Does that allow it?
Also I wonder what would be the best streaming quality.

Not sure about the paid subscription, but sometimes it'll be only 720p instead of 1080p. And in my opinion it would be 720p not too bad, and 90% of people will have no problem with buffering.
