Apple Support, ask them what to do, you could take it to the apple store and possibly get it replaced, not sure how much it would cost.

He takes that to the apple store...they're just gonna tell him to get a new one
Seriously though...apple chargers are weird shit...all those magnets and shiz. There really aren't too many options other than to take it to an apple store. :/

Okay, where do I start?
1. nebula... people might take your advice if they could understand it.
2. you just contradicted yourself twice.
3. you said you knew about apples but you can't even tell him if he is going to need to replace it?
4. omfgwtfbbqwerty.

Need a new charger, period. If the charger keeps going on in off then you might missed up some of the charger compartments or the socket.

This happens to equipment with wires all the time especially headphones.
If you place it in one specific position it will work, but a 1 nano meter difference, will inhibit it from working.
My guess is, the wiring inside has been torn up or has come apart. At least, that's what I notice about all such cases.
Solution-Replace charger. It isn't that expensive.

This should be in PC help, Mac are not PC's ...
Nebula, it's Apple, and Mac, Mac should not be all caps, that makes in an acronym for Media Access Control, MAC Address ...
If it's under warranty, they should replace it, if not, you will have to buy another one.
