Just because you can counter a champ, that doesn't necissarily mean they aren't overpowered. Sure, if you catch a Yasuo out of position or pick specifically to counter him then it's possible to kill him. OP doesn't mean unkillable, it means someone who by design is so strong that it almost isn't fair. The reason Yasuo is OP is because his kit is so loaded and he has such a wide range of different skills that he has enough built in power alone to not necessitate skill or practice with a champ. Like Yi, he's someone anyone can pick up and carry the game with. Unlike yi, Yasuo's skillset is even more strong because it has built in cc, crit chance boosting, sheild, projectile blockage and a Q with great range and damage with such a short cool down, even without CDR or AS.

Personally, I think one of the ways they can limit Yasuo's incredible strength without breaking him is A) make his steel tempest tornado the fourth active instead of the third, B) Increase Q's cool down time, and C) make his passive shield a bit stronger but take significantly more flow.

Some people also say that his dash should be capped, but in hindsight it's offensive only and without it he has literally no other getaway whatsoever.
