That doesn't have much to do with it. The real reason is that china serves the global economy by being a manufacturing and product producing powerhouse, and so to secure that position they have extremly lax labor laws to incentivise international corporations outsourcing to china. What this means is that it's incredibly risky to start buisinesses in countries like America, but the opposite is true for china. In fact, it's so easy, a buisiness owner in china can start up their company with the intention of providing subpar products and STILL walk away with a huge profit, and that's because labor is so cheap there's little upstart cost in hiring employees.
So when it's that easy to pull that shit and you have a country with a billion people, their markets become oversaturated with cheap subpar products like stingers cookies.
The whole china is communist thing is more of a meme. Economicly it's as capitalist as any other country. It's just got a more authoritarian government, which has little to do with it's economic systems.
