Edit: ok, well it depends then. How do you define wetness? In air, it would be soaked/covered in any liquid because air isn't a liquid. Since water is already liquid, then they'd have to be coated in some other liquid. Problem is, it's not likely they'll get covered in oil, plus they already have a slimy layer on their scales to reduce water resistance. So with this relative definition, they would not be wet in water.
