Nobody knows, that’s why you need to enjoy your life while you can. It all depends on what you want to believe. Like religion, nobody knows so they go with what they believe. For me, my guess would be that our souls do go to new bodies, and the ghosts are just the souls waiting for a new body. Think of it like this, you know how people say you see a bright light from a distance when you are near death? What if that’s the light from a hospital room, and you are a baby being born.
