It happens when u are on wireless and have bad signal (usually fluctuating ping)
which causes jitter(brief disruptions/slow downs) in ur connection
It may happen on wired net too, if ur ISP is really shitty.
Makes sense,
1. He lives in America
2. He has 10kbps :O
3. He's 10 metres away from his modem, which was meant to be for 5 metres only
4. He's using multiple computers on the same ISP
5. He's watching PRAWNz
