Such error appears when your machine has some problem while connecting with the game server.

They give you that error code for a reason. ;)

Also, all the port needed open are;
Both UDP and TCP: 53, 80, 443, 3074...

If they are open, check your firewall(s) and any, and all anti-crap-you-get-from-the-internet programs to make sure you're allowing it through.
