One Punch Man takes the win easily.
He is basically able to defeat ANYONE with ONE punch (while not holding back).

But the ability to land the punch is a different matter. I think goku can just kamehamehameha from miles away and just destroy him.

Well he can , but we need to see them both at their strongest to actually decide :P
