Well, decision making has a pretty good role here. I usually jump out of the plane at the starting itself and access loot from house nearby. Remember, where there are more house/building, there will be more enemies so, try to land on places with 3 houses. It should give you supplies to knock out a minimum of 3-5 enemies.
