I think blaming the government will do nothing. All humans are violent creatures. Even the purest humans have at least a little bloodlust hidden deep inside. Besides humans are fully capable of getting their greedy little hands on weapons without the Governments "help".

And plus, anything can be used as a weapon if you believe hard enough.
