If consoles were modular and upgradable like PCs. Would they still be consoles ?

I've been thinking about how this stuff is mostly just branding. Wouldn't it be good of consoles were upgradable ? We would see games with better graphics and features more often. Most multi platform games are made with console limitations in mind. But what if they don't exist ?
