Yea, his E allows him to knock up enemies in an area, but again he needs to self CC himself to charge up the dmg/range. This means if ZAC is CC'ed while charging his E, it'll get cancelled.
Anyway, he seems like a pretty cool champion, which I'm quite excited about. His passive is really easy to bait with, just like Anivia. As well as from PBE videos I've seen, ZAC has a pretty decent clear time. With no doubt, his ganks are going to be crazy, with a handful of crowd controls.
I can expect him to be banned a lot on draft/ranked ;p
