Strong yes overpowered no. He has week cc and is every succeptable to gap closers or ranged carries. His lack of skills shots makes it impossible to finish off fleeing enemies without vision meaning he has to go into the brush where he could be easily baited into a trap. His early game is also a little hard since he doesn't have the mana to spam his skills and is kind of squishy. And his one snare has a relatively long cd. He does scale well into late game and if given the help to win his lane he will definitely be a dominating force in team fights and someone hard to kill since he builds health and mana.
