You need to have a plugin for HG I think.

How it works is you join a game within the server. When you spawn in you spot there are chest in the middle. There count down will start and you need to rush and get stuff from the chests. Than you go throughout the map and find other chests with stuff in it. You can only break grass and flowers. Other than that you need to lock the blocks so they can't break it. And you can simple make a window dom with the map within it. Now an actual stadium.

You should play HG so you get an idea. But it's better with at least 25 players in the game. Or it else with like only 10 it's nothing.
