Probably your connection. If you live a far, far way away, might be bad. Alternatively, might be troubles on the server's end. I dunno.

Its kind of close to USA :D
If you are lagging then things you can do are:
1. Close running applications. media player. etc
2. Use Game booster to get smoother gameplay.
3. Move closer to router or modem thingy.
