Stonybrook is not bad in the maths and sciences. It's cheap for New Yorkers, but you're international... not sure how much it is. Case Western is also supposed to be not bad, my cousin goes there as well. (He's taking some major related to some medical thing though). Never heard of Northeastern.. Not sure about Rochester, but you have a scholarship, so definitely consider that, if you have financial problems.
No money is secondary looking to get the best possible education, but of course something like $70000 a year is obsolete.
Stony Brook is pretty good in Engineering. But the other colleges are way better. Basically Stony Brook was a back up college, I didn't really apply to it as a college worth going to... Right now the dilemna is to choose between UMass and Case Western.
The plan is to either transfer out to something like Northwestern/UMich/ or try for slightly easier schools to get into, but which are great at my specific field like University of Maryland College Park.
