As far as I can tell, English is not his first language. When he says "legal" he doesn't mean in law, he means in the sites rules. Is it against the rules to use the site on a mobile device is his question. Sometimes certain browsers and devices are disallowed access to sites due to incompatibilities in the site to the browser or device.

I would say pirate got it about right. Now lets stop making fun of him for his English and see if we can help him get it better. Maybe some of the people who speak Spanish as their first language could help him seeing as that they can help translate for him.
