besides the face of cpu and ram bro, I have a friend that has a superior build than I do with a 970 and I run it maxed at 60fps on 1080p with no frame dips. He barely pulls 30 at the same settings

No shit optimization sucks. Isn't the game in alpha or Beta? If it is then the game is not perfect yet.
