Yes it can at medium settings. But i suggest you get the best version of the R7 because cheap nvidia will fk you up on most game.

You could also build a Fx 6300 and a gtx 950 for like $10-$20 more. Which can run Gta on high.

EDIT: Nevermind i got the link. Wow you were right. Like i can get a 6 core in the price of a 3 core. And GTX 950 is better. Is there a performance difference is Company Builds? Like Gigabyte vs ASUS vs Zotac?

You'll prob be able to run most settings on high except shaders as the gtx 950 has limited vram
btw you would also need another mobo, one that supports am3+ and a minimum psu of 500W preferably rated at 80 plus gold
