The problem is unregulated underage gambling.
But in my opinion, they are targeting a vary specific set of people. Should have addressed gambling as a whole since there are also adults who do this and have this issue as well.

It's not the government's job to make sure you don't spend your money foolishly, it's the governments job to ensure that people aren't dying in the streets.

If a kid stole the credit card he should be punished. That was his decision so he must face the consequences. I feel like that has nothing to do with being underage because I mean there a credit thieves who are adults.

And no, its not the government job to insure every single person. Everyone should be responsible for their one lives and no one else.
