They haven't been down all that much, it is just a lack of players on halo anymore. Those that are on all the time, go on servers that have been up constantly for years.
It seems that servers which are modified are no longer popular and players just want standard servers.
Custom maps rarely get players too.

Don't piss off old people.

The older we get the less "life in prison" is a deterrent.
