He didn't have to do anything to get this award. It is solely awarded on the amount of votes that a leader gets.
The reasons for a person getting a vote is up to the individuals that voted for him.
In other words a leader can do absolutely nothing, and still get it? So you are awarding the future candidates of the award for being lazy and/or doing nothing? Granted, there is not a lot to do around here, but doing it for appearances? Distasteful.
