Rest doesn't help games download. It just uses lest power. If u want it to go faster just leave it. You wont want to play games while downloading games.

rest dose not help download speed. it depends on ur internet and it depends if u have games running in the backroudn and how much space u have on ur system.

Rest mode does not help it download faster. If you are playing a game while downloading that will make it go slower just because your console is actively downloading something and trying to play a game at the same time. Also the factors that come into play when downloading are:

internet speed (download)
size of the download
network throttling

PSN, Steam, and Xbox Live all use throttling so that a vast number of users can all download at the same time. My internet is 1 GBit and most of the time I am waiting on Xbox live servers.
