I see what you're saying and I fully understood that before, however, my point was this new feature that's going to be handed down to recruiters+ doesn't change that at all. Moderators aren't able to hand out ranks therefore it's not taking away or giving privileges to them, thus meaning that their powers will stay the same regardless of whether recruiters get a new feature or not. It means that the admins hand down an extra privileges to recruiters so they have less to do.
In terms of hierarchy, I don't quite fully understand how it all works but basically there's a conflict in roles and responsibilities between moderators and recruiters and god knows what else. Generally, recruiters recruit and moderators moderate, right? That's generally the roles and responsibilities. But remember, who sets them roles and responsibilities? Are those the same at every forum? Some forums use their moderate to moderate others use their moderators to advertise and build content. As I'm more or less an outsider looking in, I think the next step for the admins of this forum is to publicly outline the ranks, roles and responsibilities so you can clearly see where the conflicts happen and where ranks are doing the same job and cancelling each other out.
