Probably Mulholland Drive. That movie is just so crazy and I've never been so tense for an entire movie as I was during that one. It's just so weird, David Lynch captures the feeling of a fever dream so well, it's incredible. That scene outside the diner still haunts me to this day. I really like those kind of movies where the plot is just extremely weird and barely understandable, but you can piece it together and then read about it for an hour online afterwards. There aren't too many movies that can pull off that feeling though, the only other one that comes to mind is Donnie Darko and it's honestly only like a 7/10
