That's actually a very good suggestion! 

They should do that. I mean it's already a not written rule.

Well either way, to many caps is seen as spam.

Yes but today somebody argued they could keep typing in caps because in #rules,  there wasn't a part saying they couldn't keep typing in caps.

There is nothing written in the rules that says we have to give people a warning before banning them either but it is done as a general courtesy.
Same for writing in all caps, it is not done as a general courtesy but if it gets annoying then staff can ask them to stop.
If they don't stop then they are disrespecting staff which is against the rules and action can be taken.

Members can also ask them to stop and if they don't then members can ask staff to request them to stop.
There is no need to add it as just another rule. This is the reason we don't have rules covering everything, we would have a rule list that looks like a novel and people would still try to get around them.
