If someone you know is banned and a reason is attached, they may tell you the reason if they wish, but that is up to them.

Otherwise, if a ban does not have a reason attached when issued, mods/admins are likely to place a reason with some form of evidence in the ban logs. What is written in those logs are for staff eyes only and reasons will rarely be given to members. If a ban appeal is made, then the reason may be mentioned in order to justify the reason of the ban, but otherwise no, members will not be able to see the reason.
