They both have their ups and downs in my opinion. On pc you have alot more control, you dont have to pay for online and it can be used for other things too. However, pc is more expensive to get one that can run all games well.
Consoles on the other hand are usually cheaper and can run all the games since the games are optimized to run on that console, but the games look worse imo, run with lower fps and consoles can really only be used to play games. I know consoles have netflix and youtube but it's a little bit clunky wiht a controller I find.
I'd say it depends on how much money you have and also on what age you are intending it for, for smaller children a console is fine since they'll only use it to game and cant fk things up in the settings that easily. PC's are better if you have the money to spend and want more frames and better graphics.
