Don't worry, it works! It turns out I missed this tiny little one liner of information. I had been getting the patcher right, but the thing didn't show up.

DO NOT UNZIP THE TEXTURE PACK.

And they had that in the little footnote...Grr.

No offence. But I don't the point of HD texture packs. If you wanted high quality texture, what's the point of MineCraft, why not play Crysis instead ?
