Setting up a computer to be a host-PC

Okay, so I'm working on setting my secnod computer up to be a host PC. It runs a 32 bit and is 34% fragmented, so it's going to take nearly all day to defrag. So, I just want to know if anyone knows how to set it up.
Something I have always been told
Respect everyone you meet, even if you hate them, have respect for them. Help someone out if they need it, it'll help the world go around.
