If you were chat banned, you would have been able to see the chat messages. (only you wouldn't have been able to talk) Also you need the mention the server(s) that it happened on. Sometimes on MO, if you spam the "map vote" you get chat banned.

From what you have mentioned, I would say that it's just those "lag moments" where for extended periods of time the chat messages don't appear. Usually restarting the game\rejoining the server should resolve the problem.
