i noticed this don't know if its just me
with br i reloaded after a mag then did melee and reload to start shooting again and i held in reload i think and it just filled the clip even though i was still shooting

Just lag and quality scripting from Bungie, you probably just did a quick reload, nothing special. It just cancels the animation and reloads, if you can time it right it's very effective.

yeah i did the quick reload with reload melee reload but held down on the second one and it reloaded again

Yeah, it's just the script executing in the background.

sounds like a bxr...which reloads your weapon. so...yeah...that happens often.
